In international diplomacy, he worked to get the United States and Cuba to have full diplomatic relations again. He also helped refugees during the European and Central American migrant crises and made a deal with China about how much power the country had in appointing Catholic bishops.

Theological conservatives have criticized him on many issues, including what some people think is a hint in a footnote of Amoris Laetitia that divorced and remarried Catholics may be allowed to receive the Eucharist.
